Acting commissioner of health for the Virgin Islands, 1994-1995. Delegate to the Democratic National Conventions for the 1984, 1988, and 1992. Television journalist. Elected as a Democrat to the One Hundred Fifth and to the eight succeeding Congresses (January 3, 1997-January 3, 2015). Was not a candidate for reelection to the One Hundred Fourteenth Congress, but was an unsuccessful candidate for Governor of the Virgin Islands in 2014.
